Can this sink be under mount?

This sink cannot be undermounted, the lip around is not flat and we do not provide undermount hardware.

Does sink come in 27” or 26” widths? Can this sink accommodate a garbage disposal?

The sink length from size to side is 25". In order to use a garbage disposal you will need a garbage disposal flange.

Can you tell me if the diameter of the faucet and secondary hole are 1 3/8"?

Yes, both holes have a diameter of 1-3/8".

Is it possible to have three holes instead of two?

This sink is only made with two pre-drilled faucet holes. Your installer may be able to drill an additional one, however, it will void the warranty. The RVG1321 sinks may work better for you.

How do you get the clips on when there is no room in the base cabinet?

The cabinet should be at least 2-3" larger than the sink you purchase. This sink requires a minimum base cabinet of 27". Ruvati recommends the sink be installed only by a professional installer.
